In order to implement the "Industrial Transformation and Upgrading Plan (2011–2015)" (Guo Fa [2011] No. 47) and enhance support for improving industrial foundational capabilities, the Ministry of Industry and Information Technology issued the "Notice on the Implementation of the 2014 Industrial Strong Base Special Action" (Ministry of Industry and Information Technology Regulations [2014] No. 95) on February 24. This notice aimed to continue the implementation of the "Industrial Strong Base Action" in 2014, urging all regions to follow the "2014 Industrial Strong Base Action Plan." The plan emphasized organizing relevant work based on the actual development conditions of each region, with a focus on enhancing the development level of key industrial basic materials, core components, advanced processes, and industrial technology foundations—collectively referred to as the "four basics." These efforts were intended to drive industrial transformation and upgrading.
The "Implementation Plan" outlined the guiding principles, main objectives, key tasks, schedules, and safeguard measures for the special action. It stressed the importance of leveraging market forces in resource allocation, strengthening top-level design, improving management mechanisms, optimizing the policy environment, and exploring innovative mechanisms for promoting the "four basics." The initiative focused on driving application-driven development, providing platform support, and achieving breakthroughs in key areas. By addressing bottlenecks that hinder major projects and critical equipment, the industrial strong base project aimed to accelerate industrial development and improve its quality and efficiency.
Building on the progress made in 2013, the 2014 action sought to speed up the release of guidance for the industrial strong base initiative, refine the policy environment, and gradually establish a national strategy for industrial foundation enhancement. It also involved implementing specific projects, promoting the demonstration and application of new product technologies, and supporting the creation of public service platforms for industrial technology infrastructure. Additionally, it aimed to advance engineering and industrialization transformation projects, as well as capacity improvement initiatives for public service platforms. Through these efforts, the industrial technology infrastructure system was expected to be further improved, providing essential technological support for key industry developments and gradually forming a new model to promote the industrial strong base initiative.
