The "Conditions" stipulate that new polysilicon projects in areas with low energy shortages and high electricity prices should be strictly controlled, and polysilicon projects that lack comprehensive facilities, safety and sanitation, and environmental protection standards will not be approved or filed. The new polysilicon project will not be approved in principle until the new catalogue for government investment projects is approved. The "Conditions" also stipulate that the scale of solar-grade polysilicon projects should be greater than 3,000 tons / year, and the size of semiconductor-grade polysilicon projects should be greater than 1,000 tons / year. The production area of ​​new projects should be less than 6 hectares/tonne. In addition, solar-grade polysilicon reduction power consumption should be less than 80 kWh / kg, should be less than 60 kWh / kg before the end of this year; semiconductor-grade polysilicon reduction power consumption should be less than 100-120 kWh / kg. Solar-grade polysilicon production lines with integrated power consumption greater than 200 kWh/kg will be phased out this year. The Ministry of Environmental Protection also pointed out that polysilicon enterprises should be guided and supported to realize polysilicon-power plant-chemical joint ventures in various ways, support energy-saving and environmental protection solar-grade polysilicon technology research and development, and reduce costs. The Ministry of Industry and Information Technology pointed out in 2010 that the polysilicon industry has become overheated and overcapacity. According to the incomplete statistics of the Ministry of Industry and Information Technology, there are 370 PV companies in 29 provinces and municipalities in China, including more than 80 polysilicon enterprises.
