The State Issued Energy Saving Standards to Strengthen Fire Protection in Building Exterior Insulation Systems

In order to strengthen the fire protection management of the external insulation system of buildings, effectively prevent the occurrence of fire accidents in the construction of external insulation, and protect the safety of people's lives and property, the Ministry of Public Security, the Ministry of Housing and Urban-Rural Development jointly promulgated the Civil Building Exterior Insulation System and the Exterior Wall Decoration. "Interim Provisions for Fire Protection", provides for the fire protection of external insulation systems in buildings.

The “Regulations” consists of five chapters and 13 articles. It is a normative document that integrates technical requirements and management requirements. It not only makes explicit requirements for technical measures such as the combustion performance of external insulation materials and the fire protection structure of external insulation systems, but also applies to construction. The management of the construction and use of the insulation system has also been clearly defined.

The “Regulations” follow the principle of overall consideration of building energy efficiency and building fire prevention. Different fire insulation and different fire protection measures are required for buildings with different fire hazards, and provisions are made in different aspects of wall, roof and composite sheet metal sandwich panels.

The implementation of the “Regulations” will provide guidance for the design, construction, and management of newly-built, under-constructed and put-into-use external insulation systems for buildings, and will play an important role in improving the fire safety of buildings and effectively suppressing fire accidents in external insulation systems of buildings.
