The origin and initial work of the company In the early years of reform and opening up, the National Import and Export Management Committee (hereinafter referred to as the State Import and Export Commission) and the State System Reform Commission (hereinafter referred to as the State Commission for Reform and Reform) jointly decided to conduct foreign trade. The pilot system reform, in the four industries of abrasives, electric porcelain, bearings, wire and cable, respectively, set up a consortium of production enterprises, directly carry out foreign trade, in this way, put professional production enterprises on the front line of foreign trade. China Abrasives Import and Export Corporation (hereinafter referred to as China Mill Corporation, formerly known as China Abrasives Export Joint Venture Company) was established under this background. It can be said that China Mill is a product of China's foreign trade system reform. According to the leadership arrangement, I was fortunate to participate in the specific work of the organization process of China Mill. In accordance with the spirit of the State Import and Export Commission and the State Reform Commission, in November 1981, China Abrasives Industry Co., Ltd., the first, second, third, fourth and fifth (formerly known as Shaanxi Linyi Dongfeng Electric Heating Component Factory) Representatives of six, seven, seven, seven, Shanghai, Guangzhou, Beijing, Tianjin and other grinding wheel factories held a meeting at the Beijing General Staff Hospital and decided to establish a Chinese abrasives export joint venture company. At the beginning of the establishment of China Mill, the specific business work was organized and implemented by Yang Jingfu, Xia Yaofeng and me. Most of the staff of Zhongmo Company came from the production enterprises and research institutes, and then recruited a number of college and technical secondary school graduates. The difficulties encountered in the work are imaginable. But more difficulties are not these, but the resistance from the outside world. Because these newly established pilot companies have become the new competitors of the original foreign trade enterprises, the heads of some foreign trade companies have described these pilot companies approved by the state authorities as the combat team of the cultural revolution and rejected them. In order to support the work of these foreign trade system reform pilots, in 1982, the State Council approved the joint documents of the State Import and Export Commission and the State Commission for Economic Reform, requiring four pilot companies, such as abrasives, to implement these categories of goods. Management, one mouth to the outside. At that time, Lu Dong, director of the State Economic Commission, and Tao Li, deputy director of the State Commission for Economic Reform, presided over a meeting of relevant ministries and commissions and four export associates. The leaders of the central department repeatedly emphasized the necessity of unifying the foreign affairs at the meeting, saying that this is to safeguard the national interests and requires everyone to strictly abide by them. Director Lu Dong also said that when he was the Minister of Metallurgy, in order to import steel rolling enterprises, they were only willing to provide second- and third-rate equipment, and the prices were similar. Later, in other European countries, they were contacted with more suitable equipment. Strictly criticize some foreign trade companies in our country, in order to compete for customers, each other to suppress prices, vicious competition, and damage to national interests. Chen Xiaogu, deputy director of the State Council's Import and Export Office of Mechanical and Electrical Products at the time, also asked us to investigate the price of abrasives exported by various foreign trade companies. In accordance with this instruction, we sent people to Qingdao, Shanghai, Guangdong, Shenzhen and other customs to check some relevant information. However, as a newly established foreign trade enterprise, China Mill is unable to intervene in the export prices of other units, and the scope is too broad to meet the requirements of superiors. Under such circumstances, how to do our own foreign trade business and reduce the contradiction with other foreign trade companies is the goal we hope to achieve. At a meeting of export work held by the Ministry of Machinery Industry, I talked about my thoughts during the group discussion. At that time, Zhao Mingsheng, the vice minister of foreign trade in mechanical parts, went to this group to listen to the discussion. He also asked me specific opinions on this issue. Soon after, the China Machinery and Equipment Import and Export Corporation (hereinafter referred to as CEMC) office called me to let me go to Beijing once, saying that their company's Jia Zong was looking for something to do with me (the general manager of CEMC was Comrade Jia Qinglin). At CMEC, Mr. Jia summoned me and Director Li Yanlin of the company's machine tool department to discuss how to avoid "civil war" and study ways to unify the foreign. Comrade Gao Jingchun from the Foreign Trade Department of the Machine Tool Industry Bureau of the Ministry of Machinery also participated in the research. Director Li Honglin proposed that the company should be based on China Mill, and they will participate in the establishment of a joint office. Most of the personnel will be transferred from China Mill, and they will only participate in one person. After forming the joint office, CMEC signed the right to sign the abrasives of their provincial and municipal branches, and all received the joint office. After the signing of the contract, all the companies that have the ability to carry out the execution of the company will be executed by the China Mill Company. If the company does not have the ability to execute it, it will be executed by the CMEC branch of the place where the goods are sourced. I think that this kind of approach proposed by Director Li is sincerely hoped to cooperate and take care of the overall situation. Due to the establishment of China Mill, there are not many customers, which is also a strong support for China Mill. I am very happy and express my full support for this approach. In order to be prudent, it was said that the company immediately reported to the chairman of the board of directors, and finally the opinion of the chairman of the board prevailed. The next morning, Comrade Gao Jingchun called me to go to the Machine Tool Bureau. When I arrived at the Machine Tool Bureau, the leaders of the two bureaus asked me about the situation with CEMC. I criticized me for being careless and damaging the interests of China Mill. After returning to Zhengzhou, I talked about the trip to Beijing and CEMC, and the situation that the machine tool bureau leaders criticized me. I originally reported to the chairman of the board, Cong Huizi. He said that although the method proposed by CEMC is beneficial to us, it is because of the higher authorities. There are different understandings, and we can't do anything about it. We can't do it anymore. So it was too late to form a joint office with CEMC, which caused some comrades in the company to have opinions. Some people even criticized me at the meeting and criticized me for not being able to speak. I could not make any explanations and could only listen silently. However, after a while, Director Li Yanlin called me and said that he had learned the truth from the machine tool bureau and knew that I was criticized for this matter and was wronged. Let me have any difficulties in the future, they will give their support and help. In the days to come, CEMC did a lot of help for our work. As a pilot enterprise approved by the central government, China Mill has also received help from many relevant units. For example, Tianjin Foreign Economics Co., Ltd., responsible for foreign transportation, Director Li Junfeng personally went to the Beijing office of China National Mills Co., Ltd. to explain the knowledge of Sinotrans to our business personnel and teach specific methods of operation. The external freight charges of Zhongmao's goods were collected in RMB in an exceptional case, which solved the difficulty of the foreign exchange shortage of China Mill. This period of history shows that in the early days of the establishment of China Mill, it was stumbling over many difficulties. Through the history of China National Mills, it has further proved that the reform of the foreign trade system cannot be smooth sailing, nor can it be completed in one step. The solution of the problem depends on constant reform and opening up. In the process of the deepening of the reform of the foreign trade system and the state administrative organs in the future, many problems that could not be solved were solved. Second, the company's work has achieved initial results, and the cohesive force has strengthened . After the establishment of the company, due to the gradual expansion of the influence, more factory companies have been attracted to participate, from the 11 companies in the company's establishment to more than 60 later, almost all of them A certain size of the factory has come in. Some local government departments also took the initiative to contact China Mill. For example, Director Li Jinglin of Mudanjiang Machinery Bureau personally took the person in charge of Mudanjiang Abrasives and Abrasives Factory to Zhengzhou Company Headquarters and asked to join the company. Factory companies have a high degree of enthusiasm, support for our work, and the driving force of our work. In order to give full play to the superiority of China Mill Corporation as a corporate consortium and to enable factory companies to participate in the company's work, we actively provide service for the factory enterprises. First of all, we organize the heads of factory enterprises, business personnel, and technical personnel to visit foreign markets to understand the needs of foreign customers for our products, including quantity, variety, specifications, technology, and pre-sales and after-sales services, and constantly improve us. work. He has organized a number of grinding wheel factories in Yisha, Ersha, Sansha, Sisha, Wusha, Liusha, Qisha, Shanghai and Mudanjiang, and has carried out the abrasives market in Asia, Europe and America. During the inspection, the relevant personnel of the institute and the design institute will conduct a more detailed analysis and research on the international market, and the annual production of abrasives, approximate production costs, market capacity, etc. in South America, North America, Asia, Western Europe, and the Soviet Union and Eastern Europe. Through a summary analysis, when we formulated the company's development strategy measures, we achieved a lot of attention and targeted, thus avoiding blindness. Second, the two annual Guangzhou Export Commodities Fairs are a time when foreign customers and Hong Kong and Macao customers are concentrated, and it is also a good time to contact customers. We actively organize the business personnel of the factory and participate in the work of the Canton Fair, so that they can more contact with foreign businessmen and capture business opportunities. However, due to that period, the degree of reform and opening up is still not high, and the restrictions on personnel participating in the Canton Fair are still relatively strict. There is only one booth in China Mill, and there are only 2-3 places for participants. In order to solve this problem, we took the initiative to contact the Canton Fair Office to tell them about our company and member companies, and they got their understanding and great support. Each session of the Canton Fair will give us twenty or thirty temporary The number of places allows the business personnel of the factory to enter the Canton Fair and participate in the external negotiations. Third, strengthen the external links by taking advantage of the favorable conditions of factories and enterprises located in coastal areas. We have set up offices in Shanghai, Guangzhou, Qingdao, Dalian and other places, and selected personnel from Shanghai, Guangzhou, Sisha, Yisha and other grinding wheel factories to take charge of the work of these offices. Fourth, a meeting of foreign trade leaders of all member companies is held every year. Everyone exchanges information and jointly studies measures for foreign work. The factory enterprise and the China Mill Company jointly carried out foreign trade, and the export business has been greatly developed. It is remembered that the company's first diamond export trade was made due to the participation of the business personnel of the factory and the research institute. At that time, Italian customers asked us to provide large-grain single crystal diamonds, which was not available in China at that time. In the negotiation with the customer, we learned that the customer needs this product for testing and recommends that they use diamond polycrystalline. After the samples were provided, they were very satisfied and quickly signed the order contract. After several years of hard work, China Mill has more and more customers, and its export volume has increased year by year. Fifth, assist factory companies to introduce advanced foreign technology. We have invited Australian experts to go to Sansha for about a month to help them improve the production technology of resin-type grinding wheels and cutting wheels, and also assist Mudanjiang abrasives to introduce German boron carbide production technology. Third, the company's business has gradually improved , and the results have been greatly improved. With the continuous deepening of the reform of the foreign trade system, many production companies have directly obtained foreign trade rights, and the relationship between China Mill and its production companies has also changed. On the other hand, the reform of the foreign trade management system is step by step, the central foreign trade management institutions have undergone changes and mergers, and the coordination of some foreign trade work will be carried out by the exporters of various enterprises. At this point, Zhongmo Company really concentrated all its efforts on foreign trade business. At the same time, we can only maintain our foreign trade business, expand the market share in the international market, and provide a broader market for the products of the factory enterprises, in order to maintain a good relationship with the factory enterprises. In order to strengthen external relations and continuously expand the market, we have explored in many aspects. I remember that during the Canton Fair in 1984, a Hong Kong client met me in Shenzhen. In addition to discussing foreign trade, I talked about how to make contact between the two parties more convenient. I think Shenzhen is a special economic zone for reform and opening up. The external window, if it can set up a company in Shenzhen, will provide convenient conditions for Hong Kong businessmen and other overseas and foreign merchants to contact. After returning to the company, I reported my proposal to the company leader. After the leadership research agreed with the proposal, and through the internal bidding method, the young salesman Zheng Shaoke was selected to go to Shenzhen to establish the Shenzhen branch of China Mill ( At the beginning, it was named Zhongmu Company Shenzhen Manager. It used the favorable conditions here to contact Hong Kong and Taiwan customers more widely. Since it was not allowed to directly trade with South Korea at that time, through Hong Kong merchants, some made some cooperation with South Korea (trade). In addition, I also used Shenzhen's preferential conditions to purchase some real estate. At that time, the office space of Shenzhen (International Trade Building) was estimated at more than 2,000 Hong Kong dollars per square meter, and the housing price of the (Hongling) Building was about 90 square meters. A set of about 10,000. In the absence of funds, the Shenzhen branch borrowed from the bank as a mortgage for the purchased property, purchased half of the office space of the (International Trade) Building, and 8 sets of (Hongling) Building, and quickly repaid the loan. In addition to the use of the Shenzhen branch, these properties also have a part of the rental. Another year of the Canton Fair, the director of the Hainan Black Corundum Factory, I hope that I will go to the manufacturer to discuss cooperation matters. Our company's customers also need black corundum. I went to the Hainan Black Corundum Factory after the Canton Fair. At this time, Guo Yushan, a senior engineer of the Sixth Design and Research Institute of the Machinery Industry, also went to the factory to help him improve the technology. In this way, in the Hainan Black Corundum Factory, please ask Guo Yushan Gaogong to help, and have a relatively detailed understanding of the product quality of the factory, and selected some samples to be prepared for the customer. In the meantime, I asked the director of the factory to help and met with Guangdong. The Economic Commission of Hainan Administrative Region consulted them about some situations in Hainan. According to them, Hainan is a relatively backward economy in Guangdong Province. There are few industries. Many factories in Haikou can only guarantee one day of power supply per week. Others must solve it on their own. In order to attract more foreign companies to settle in Hainan and help Hainan's economic development, they have many preferential policies. For example, the government's foreign exchange for foreign trade enterprises is 97%, 3% of foreign exchange quota, purchased by the local government, each dollar The purchase price of the foreign exchange quota is 2 yuan. At that time, the foreign exchange of foreign trade enterprises in the Mainland was 70%, and 30% of the foreign exchange quota was paid to the local government. In this way, for every US$1 million collected in Hainan, it can earn a profit of 860,000 yuan more than the mainland. In terms of imports, all raw materials imported, as long as they are used in Hainan, are exempt from customs duties. In the Mainland, it is necessary to pay different proportions of tariffs based on imported raw materials of different varieties. Later, I went to the port to understand some situations. After conducting a comprehensive analysis, I think it is necessary to set up a branch of the company in Hainan. I can use Hainan’s preferential policies to do a good job in foreign trade, and concentrate resources and financial resources. Use the space behind Hainan's industry to develop base projects. In view of this, I immediately signed an agreement with the Hainan Administrative Region Economic Commission to establish the Hainan Branch of China Mill in Hainan. I did not ask the company's leaders in advance, first played the game, and repeatedly reported to the leader, finally agreed to my opinion, and sent Yuan Jin to the comrade to be responsible for going to Hainan to set up a branch. Yuan Jinyu, the current general manager of China Mill, has waited in Hainan for a bold and active work. Six months later, when the central government announced that it would set up a special economic zone in Hainan, it had already earned millions of dollars in foreign exchange and purchased office space. In the next few years, Hainan Branch has been the best-running unit in all departments and distribution agencies of China Mill, and most of the development funds required by the company headquarters are provided by them. With the continuous development of the situation, the people's exchanges between the mainland and Taiwan Province have gradually increased. In order to provide more convenient conditions for trade with Taiwan, I went to Xiamen to establish a branch of China Mill in 1991. In order to get the support of the local government, we not only have the advantages of many local Taiwanese, many overseas Chinese, and extensive external contacts, but also take advantage of the abundant supply in the Mainland. We have established a joint company with Yunfeng Company of Xiamen City to jointly carry out business. Soon, according to the arrangement of the Ministry of Machinery Industry and the company's leaders, I returned to work at the Zhengzhou headquarters. In short, during my 20 years of work at China National Mills, I have experienced both the difficulties of the initial stage of development and the process of continuous development. After I retired, the company's leadership team took many new and powerful measures to speed up the company's development. Especially in recent years, the company has entered the fast lane of development, which is the most brilliant period since the company was founded. In 2009, at the acceptance meeting of China Mills Corporation to study the scientific development concept, Zhao Fengmao, the acceptance leader and former vice president of China Machinery Equipment Group, said that when the China Mill Company was founded, there were some foreign-funded companies in the coastal areas with strong strength and reputation. But now they have all withdrawn from the historical stage. Zhongmo Company, as a mainland company, has developed into a foreign exchange earning more than 100 million US dollars, which is really commendable. This is an affirmation and praise for China Mill.
