Gold industry pollution prevention and control technology policy

(Draft for comments)

1. General

(1) To implement the "Environmental Protection Law of the People's Republic of China" and other laws and regulations to prevent and control environmental pollution in the gold industry, improve environmental quality, protect the ecological environment and human health, and promote the healthy and sustainable development of the gold industry and technological progress in pollution prevention and control, this technical policy is formulated .

(2) This technical policy is applicable to the gold industry gold mining and separation and pollution prevention and control of gold smelting using gold concentrate (block) ore and waste gold as raw materials, and is not applicable to the process of smelting by-product gold in nonferrous metals and other industries .

(3) This technical policy is a guiding document that can be used for environmental management and corporate pollution such as the development of pollution prevention planning in the gold industry, selection of pollutant emission standards, environmental impact assessment, cleaner production audits, implementation of the emission permit system, and formulation of emission standards Provide technical support for prevention and control work.

(4) The gold industry should follow the principles of “source reduction, process control, terminal treatment, and resource utilization”, with the focus on the prevention and control of cyanide tailings, cyanide-containing wastewater, and heavy metal pollution, and actively promote advanced and mature pollution Prevention technology to improve the pollution prevention level of the gold industry.

2. Source and production process pollution prevention and control

(1) Source control

1. Encourage gold mine resources to be smelted after being enriched by flotation process.

2. Encourage centralized cyanide smelting of gold concentrates and increase the concentration of gold smelting industry.

(2) Pollution prevention and control during the mining process

1. Prioritize the use of mining techniques such as backfill mining to reduce the impact on the environment.

2. The gold ore with granular gold should be re-selected.

3. Compounding and low-toxic flotation reagents should be used in beneficiation production.

4. Encourage the selection process to use the selection and selection expert system for automatic control.

5. The production and selection process should adopt production equipment with high degree of automation, low energy consumption and low pollutant generation. Mineral processing technology equipment should adopt frequency conversion energy-saving technology.

6. Mine gushing water should be collected, and after treatment, priority should be given to comprehensive utilization of mineral processing, dust removal, greening, etc.

(3) Pollution prevention and control in the smelting process

1. Pretreatment of difficult-to-treat gold concentrates should adopt wet pretreatment techniques such as biological oxidation and pressure oxidation.

2. Encourage the use of low cyanide gold leaching agents to extract gold.

3. The cyanide gold extraction process should adopt real-time data collection and remote control automation technology to achieve the best real-time adjustment of process parameters.

4. The process of gold refining should adopt a process with less nitrogen oxide generation such as chlorination refining, extraction refining and electrolytic refining. Encourage the use of nitrogen oxide recycling technology in conventional wet refining.

5. Cyanide tailings slurry transmission pipeline should adopt the whole process monitoring and risk prevention technology.

6. The cyanide gold extraction process should be matched with the production wastewater recycling, the comprehensive recovery of cyanide and valuable components, etc., which is conducive to the realization of reduction and recycling of clean production processes.

7. The waste heat generated by the pretreatment process of refractory gold ore or gold concentrate should be comprehensively utilized.

3. Pollution treatment and comprehensive utilization

(1) Air pollution prevention

1. The process of gold ore crushing and screening should be set in a semi-closed workshop with windshield and cover measures, collection measures should be taken, bag-type dust removal equipment should be selected, and the collected dust should be returned to the production process.

2. The gold ore and gold concentrate storage sites should be equipped with wind and dust suppression measures to reduce unorganized emissions. Measures such as covering, sprinkling and sprinkling water should be used to reduce dust emission in mining yards, dumps and tailings ponds. The roads in the production area should be controlled by water spraying to control dust.

3. The high concentration of sulfur dioxide in roasting flue gas is preferentially used in acid production technology and other methods for resource utilization.

4. Encourage the purification of sulfur dioxide in roasting flue gas and nitrogen oxides in smelting flue gas using cyanide-containing lean liquid or cyanide-containing slurry.

5. The exhaust gas generated during the refining and purification of gold-containing materials (including waste and miscellaneous gold) should be collected under negative pressure and discharged after passing the treatment. For exhaust gas discharge points that cannot be completely sealed, gas collectors should be used to collect and process the unified discharge, and unorganized emissions should be strictly controlled.

(2) Water pollution prevention

1. Water pollution prevention and control should follow the principles of rain and sewage diversion, decontamination and diversion, classified collection, quality treatment and recycling.

2. Mining wastewater should be treated by coagulation, sedimentation or filtration to achieve comprehensive utilization of production, afforestation, and living.

3. Encourage the acid-containing wastewater generated from the gold concentrate pretreatment process to treat cyanide tailings.

4. Encourage the conversion of sulfur cyanide in cyanide process circulating water to cyanide for reuse.

5. Domestic sewage should be used for production, greening and washing after being collected separately and up to standard.

(3) Utilization and disposal of solid waste

1. The storage and utilization of solid wastes such as mining waste rock, flotation tailings, etc. shall comply with the corresponding national environmental protection requirements. Mining waste rock should be used for backfilling or utilization as a building material. Encourage the use of flotation tailings produced in the mining process for backfilling and other comprehensive utilization.

2. The storage, transportation, utilization and disposal of hazardous waste such as cyanide tailings shall comply with the corresponding national environmental protection requirements. Cyanide tailings are used for open-pit mining pits or underground goaf backfilling, cement kiln co-processing, valuable component recovery and other resource utilization. Pretreatment techniques appropriate to the utilization and disposal methods should be adopted to ensure that harmless requirements are met.

3. Roasting flue gas and process wastewater should be used to harmlessly treat cyanide tailings.

4. The smelting slag produced in the refining process should be returned to the production process for reuse.

(4) Other pollution prevention

1. Noise pollution prevention

(1) The impact on noise-sensitive targets outside the factory boundary should be reduced through a reasonable production layout.

(2) Vibration isolation, vibration reduction, sound isolation, noise reduction and other measures should be taken for various types of fans, crushers, ball mills, etc., which are noisy.

2. Ecological protection

(1) The choice of mining and mineral processing industrial sites should be conducive to protecting the ecological environment. Gold mining enterprises should build retaining walls and plant quilts to reduce soil erosion.

(2) The open-pit mining mountain should adopt the integrated technology of “stripping-dumping-land-reconstruction”.

(3) Prioritize the use of native plants to cover ecological restoration technology.

(4) New construction, renovation and expansion projects should fully consider the ecological protection measures of the entire process after the construction period, operation period and service period.

4. Prevention of secondary pollution

(1) The operation and management of pollution control facilities should be strengthened to reduce the occurrence of equipment failures and accidents.

(2) For workshops that store, use, and discharge toxic and hazardous substances and devices that have a risk of leakage, anti-seepage accident wastewater collection tanks should be set up.

(3) Ozone method, hydrogen peroxide method and other methods with less secondary pollution should be adopted for harmless treatment of cyanide-containing wastewater.

(4) Ozone method, hydrogen peroxide method, squeezing-backwashing-purification method and other methods with less secondary pollution should be adopted for harmless treatment of cyanide tailings for backfilling. It is forbidden to use Inco method, chlorine oxidation method and cyanide precipitation method as the pretreatment process for cyanide tailings backfill.

(5) Enterprises adopting cyanide gold extraction technology shall set up corresponding cyanide-containing waste water or cyanide tailings leachate accident collection tanks, and provide corresponding harmless treatment facilities.

(6) During the transportation of ore, mining waste rock and flotation tailings in the mining process, dustproof and anti-scattering measures such as covering and sprinkling should be taken by the transportation vehicle.

(7) Cyanide tailings shall be transported separately, and measures for preventing dust, rain, and seepage (leakage) shall be taken during the transportation of automobiles. The vehicle body should be cleaned before the transportation vehicle leaves the cyanide residue site. After cleaning, the wastewater should be collected and treated harmlessly.

(8) Tailings ponds should take measures such as dry beach cover or vegetation cover, flood interception and drainage ditches, and wind and dust suppression walls (nets) to prevent the loss of tailings or the flying of tailings dust.

(9) The tailings pond shall be reasonably impervious in accordance with the nature of the stored tailings, and a tailings pond leachate collection facility and an emergency harmless treatment facility for leachate shall be provided outside the dam.
